Meet the Founder
Founder & Managing Principal
Originally from San Juan, Puerto Rico, and a born-again Christian, Dr. Rios-Collazo founded Axium-27™ following a 27-year federal career leading investigations, policy, compliance, and quality assurance.
Throughout his career in the United States Secret Service, the Inspector General community, and the U.S. Nuclear Regulatory Commission—from which he retired as the Assistant Director for Investigations—he led environments shaped by operational complexities that implicated national-level interests.
Those experiences forged a core belief that leadership is not measured by perceived charisma or popularity, but by how disciplined vision, execution, and accountability consistently produce mission-critical results. This is the foundation of Principled Leadership Performance Assurance™, Axium-27’s advisory philosophy.
Dr. Rios-Collazo holds a Ph.D. in Leadership, an LL.M. in International Legal Studies, and advanced education in theology, law, and command doctrine. He has authored peer-reviewed publications on international law, emotional intelligence, and leadership, and has served as both a professor and a member of a university Board of Trustees. He also serves as a doctoral research chair in business administration.
Today, Dr. Rios-Collazo advises clients seeking stronger governance, improved leadership execution, and sustained success under scrutiny.
