About the Founder

Founder and Managing Principal

Guided by his vision for Christian impact, expressed through governance that protects principled leadership performance, Dr. Carlos Rios-Collazo founded Axium-27 LLC after retiring as Assistant Director for Investigations at the U.S. Nuclear Regulatory Commission. His 27-year federal career in investigations, event inquiries, compliance, quality assurance reviews, and institutional accountability included high-stakes service at the U.S. Secret Service’s Counter Assault Team and Presidential Protective Division, as well as leadership roles within the Inspector General community—where precision, integrity, and reliability were operational imperatives with national-level consequences.

Dr. Rios-Collazo holds a Ph.D. in Organizational Leadership and an LL.M. in International Legal Studies. He is also the recipient of the Trilogy Leadership Award from the FBI-Law Enforcement Executive Development Association (FBI-LEEDA), a distinction recognizing leadership achievement across FBI-LEEDA’s training continuum. Dr. Rios-Collazo has authored peer-reviewed publications addressing international law, governance resilience, emotional intelligence, and crisis leadership.

His academic formation further includes a Th.M. in Apologetics, postgraduate legal studies completed at the University of London, and graduate-level coursework at the U.S. Naval War College on decision-making in the maritime domain. Dr. Rios-Collazo is a college professor and has served on a university Board of Trustees. He maintains advanced governance, risk, and compliance credentials, good-standing membership in Phi Alpha Delta Law Fraternity, International, and ordained minister certification under the International Ministerial Fellowship’s governing authority.

Dr. Rios-Collazo is fully bilingual in English and Spanish, enabling effective engagement with U.S.-based organizations and Spanish-speaking institutions that require governance-aligned leadership consultation and advisory judgment.
